· introduction of high-effective technologies of water use in all spheres of economy, foremost in the field of communal economy, irrigated agriculture, reconstruction of the water transport system;
In particular, an accent is done on the development of energy on the base of untraditional sources, foremost a sun and wind.
Primary purpose, as developers of this important document consider, is an optimal use and creation of power resources diversity in region. In the field of energy the world tendencies gravitate to the increase of part of the energy produced from untraditional and renewable sources in general world balance of production and consumption of energy resources.
The
Low density of population of region, large distances between settlements require the search and application of alternative energy sources and also optimization of the existent system of energy supply.
A climate (in middle there is approximately 2000-2700 sunlight hours on a year) is friendly to introduction of sun energy for providing of hot water-supply, heating and electrical power supply of dwelling-houses.
Wind power engineering has also considerable prospects for development in a region, because of large wind energy potential of seaside region, both for electrical energy supply, water-supply and taking in municipal economy, irrigation of agricultural lands and, especially, for defense of territories from underground and superficial waters.

To prevent and reduce the negative consequences of flood and submergence of territories by underground and superficial waters the basic tasks to include:
· building of drainage on unscreened earths subjected to flood;
· arrangement of additional drainage mining holes in the area of proof flood of region for warning of its expansion due to the regional getting up of level of underground waters;
· replacement of high power rain-making machines on ecologically safe technologies;
· conducting of filtration works on main and local channels;
· drainage water pumping with the subsequent use of this water for irrigation;
· modernization and expansion of the present system of drainage, arrangement of the systems of the rain sewage system in settlements, development of building of main and local collectors or their separate areas-backlogs (water collectors);
· completion of works on creation of the system of regional overflow-pipe on the basis of main (drifts) collectors;
· clearing of reservoirs, renewal of their running, increase of water flow through the storage pools;
The cost of basic protective measures is equal about 950 000000 of UAH.
To solve the problem of defense of territories from flood and submergence by underground and superficial waters and to prevent of his negative consequences the wind turbines equipped by powerful aquatic pumps can be used in the following manner:
· pumping of water out from drainage mining holes situated in the area of proof flood for warning of its expansion due to the regional getting up of level of underground waters;
· drainage water pumping with the subsequent use of it for irrigation;
· feed and/or water-supply of rain-making machines, or other ecologically safe systems of irrigation (dripping-irrigation);
· conducting of filtration works on main and local channels;
· powering of the system of regional overflow-pipe on the basis of main and local (drifts) collectors or their separate areas-backlogs (water collectors);
Creation of the ramified network of the renewable energy systems with the scope of all districts will be instrumental in the improvement of infrastructure of settlements, providing the development of small and middle enterprises, tourist and recreation complex, resort-health complex. All these positive factors will stipulate a growth of population employment.
